Prof. Joseph Cacciottolo
Member
Joseph Cacciottolo is Pro-Rector for Academic Affairs at the University of Malta. He was appointed Associate Professor in 1998 and Professor in 2004. He coordinates the Humanities, Medicine and Science Programme within the Faculty of Arts and was Head of the Department of Medicine and Deputy Dean of the Faculty of Medicine and Surgery.
He is a consultant physician and taught clinical medicine until 2014. He qualified in medicine in London and holds the MD degree from the University of Malta. He underwent post-graduate training in internal medicine and respiratory disorders in England. He later trained in cardiovascular epidemiology at the University of Dundee, Scotland and at the University of Eastern Finland from where he was awarded the DSc degree for his thesis on Control of Cardiovascular Diseases in the Maltese Community. He was elected MRCP in 1980, FRCP in 1994, FCCP in 1996 and FRCPE in 2010.
He was World Health Organisation Fellow and held an International Fellowship of the American Association for Respiratory Care at Cleveland Clinic, Ohio and at Texas Medical Centre, Houston. He was Principal Investigator for the WHO-MONICA Project, and CINDI Programme. He was involved in the formulation of national clinical practice guidelines for the management of several respiratory disorders, supplementary oxygen therapy and hypertension.
At the University of Malta, Professor Cacciottolo is member of Council and Senate. He chairs the Programme Validation Committee, the Doctoral School Academic Committee and Boards of several other University entities. He is Co-Chair of the Institute for the Public Services.
Professor Cacciottolo has been International Adviser to the Royal College of Physicians since 2007 and is involved in various aspects of higher education, addressing programme construction, and quality assurance issues in European universities. He does pro-bono advisory work for the Down Syndrome Association, Hospice Malta and the Ministry of Health Live Organ Transplant Advisory Committee.
Judge Geoffrey Valenzia

Son of the late Arturo and Violet nee’ Herrera, Judge Valenzia was born in Valletta, Malta in June 1947. He received his secondary education at the Jesuit College of St Aloysius. He read English, History and Economics at the University of Malta and obtained a Bachelor’s Degree in 1968 and graduated as Doctor of Laws in 1973.
Dr. Valenzia was called to the Bar in January 1974 and up to 1981 he was a partner in the firm “Valenzia & Valenzia Advocates”. In 1981 he was appointed Magistrate and assigned duties in the Court of Magistrates both in Malta and Gozo, serving in criminal and civil jurisdictions.
In 1994 Magistrate Valenzia was appointed Judge. He has served in the First Hall of the Civil Court in its civil and constitutional jurisdiction. He has also served in the Criminal Court and for some time sat in the Family Court. In 2009 he was appointed Judge in the Superior Court of Appeal sitting also in the Constitutional Court. He served for some time as Vice-President of the Court of Appeal.
Judge Valenzia was for many years a member of various Human Rights Committees. He was also a member of the Consultative Council of European Judges (CCJE) of the Council of Europe.
Mr Justice Valenzia also serves as ad hoc judge on the European Court of Human Rights on different occasions. Mr. Justice Valenzia served as a member of the executive committee of the Association of Judges and Magistrate and was elected three times (once as a Magistrate and twice as a Judge) to represent his peers on the Commission for the Administration of Justice. He serves as an examiner and lecturer within the Faculty of Laws of the University of Malta. Judge Valenzia is currently a member of the Preparatory Committee working on the setting up of the United Patent Court.
Judge Valenzia is married to Helen nee Pullicino and they have three sons, John, Nicholas and Benjamin.

Ms Marchita Mangiafico

Marchita Mangiafico is currently employed as the coordinator for students with disability on campus at the University of Malta. She is also the secretary of the ACCESS-Disability Support Committee of the same University. Ms Mangiafico is the President of the National Parents Society of Persons with Disability, a position she has occupied for the past twelve years although she has previously occupied other positions with the same NGO. As a parent advocate, Ms Mangiafico has been involved in decision making processes to ensure that the rights of persons with disabilities and their families are always safeguarded.
Ms Mangiafico has been representing parents/families of persons with disability on various Boards and Committees both locally and abroad and includes the Foundation for Respite Care Services, Commission for the Rights of Persons with Disability (CRPD) and Committee on the Rehabilitation and Integration of People with disabilities (CD-P-RR) in 2003.
Marchita Mangiafico attended Our Lady Immaculate School and has recently obtained a degree in Social Work at The University of Malta. Ms Mangiafico is currently reading for a Masters in Disability Studies at the same university.
